Yup, "shifted up" means he probably encrypted it with the "insert some phrase as key" function of the website (it should be substitution? I'm not that good with this stuff); luckily, the same website is able to guess the original meaning thanks to our language being not that complex;I was just about to post that too haha

I had solved it by converting each of your symbols into a latin letter and then trial and error - knowing that "there" was the most common 5 letter word in english.Typo, the last symbol is U, not O.
