Homebrew CIAs installed with FBI require parental PIN code

Sorry, this thread is a bit too jumbled to follow. Can someone summarize the steps in one post? I have the same issue with a New 3DS XL USA. It's modded with 11.4 on it.

I was able to figure it out. I tried to download the title using FBI, but that didn't work. I googled "0004001000021000" and found a site that had the 6.0 USA as a cia. Copied it to the sdcard and installed it with FBI. Removed parental restrictions. Did a software upgrade and it seems to have worked.

I had this issue. And found this thread while searching for a solution

however. The fix was a simple oversight of having the wrong parental age certificate setting for which games they could play. I just switched it to off. just in case someone else has same problem.

In case someone is running into a similar problem nowadays: You could also just delete the nnid and create a new one... To delete the id, write a email to your countrys Nintendo support or follow the guide at <cannot post link due to new acc*> If there are any software licenses saved at this id you'll lose them, which shouldn't matter if you are using FBI. *to find the instructions search with google for "how to delete nnid" and follow the steps at nintendo americas support site
