You need to pass the full path to your nsp file then.
E.g. if your NSP resides in C:\switch\games\Luigi's Mansion 3.nsp, then the right command would look like this:

ok now that i got it archived its now giving me some errors when i try to install the nsp in tinfoil.
You don’t archive the folder as a compressed file, you set the Archive flag in the folders properties then copy the folder to your SD.

Once they're split and on the Switch, how do I install? Do I just click one part and then the other, or is there some re-joining thing I need to do?

You have to put both files in a folder with the same name as the original file (including extension) then in Windows right-click on the folder, select, properties, and check the "Archive" checkbox. This causes the Switch to see the folder as a single file instead of a folder with two files within it.
