Try resetting the 2DS RAM memory.

Take out the battery. Press and hold the (POWER) button for 30 seconds. Press the (POWER) button several more times. Put back the battery.

Check if the WiFi module board is disconnected.
Take apart the 2DS using the iFixit guide. Unplug the WiFi module. Reseat the WiFi module. Put the 2DS back together.

Before you reassemble the 2DS, see if anything else is broken or loose.

Try booting the 2DS without the SD card and game cart.

Remove the SD card. Remove the game cart or flashcart. Turn on the 2DS.

Try booting these after turning on the 2DS.

I'm not sure if this may help, but a month ago I hacked a Friend's o2DS and this exact thing happened to me.

My solution? I simply left the system in my desk turned on, with the blackscreen while I searched for solutions online, and about after 30 minutes, it booted magically into Home Menu.

It also has happened to me sometimes with my n3DS, but it takes less time to boot (About 1 or 2 minutes).

I don't know what might be the cause, but my bet is that the SD Card quality or the read/write speeds have something to do, or a problem on how the icon cache for home menu is created, AFAIK that is one of the most choring tasks for home menu upon booting up, anjd gets worse if you have badges installed.

Try to leave your o3DS for awhile turned on and see if it eventually boots, next time you turn it on, won't happen again.

@TurdPooCharger Regarding what happened in what I told before, do you know what could be the reason or do you have a theory? It still happens to my n3DS sometimes, but chances are very very low, mostly when I install badges into my folders.

Sorry to tell you that your solution does not work because right now I'm trying to unload the console and it's been over 30min it is lit with a black screen but thanks anyway

I don't have a clue for every possible causes to very slow cold boot. The battery trick, no SD card, and no game cart are used as process of elimination to determine if the 3DS firmware has a softbrick or there are damaged hardware internals.

Factors that affect boot time.
  1. Using a SD card with Class 4 or slower speed rating.
  2. The larger the capacity of the SD card, the slower your boot time will be. Very noticeable on 128 GB and bigger cards.
  3. The smaller the cluster size, the slower your boot time will be.
  4. A badly reformatted card will cause the card to act like its fake or faulty. See quadruple reformat and the explanation found further below.
See example testing: Metroid Fusion load times using a 128 GB card

If you want to see slow, try a 256 GB SD card reformatted in 2 KB cluster size. Boot time takes forever.
