I am running Nut through my Windows PC and it picks up my local NSPs.

I have added the Nut details into Tinfoil, but when opening nut://192.168.1.6:9000, it is completely empty.

Not sure if this is a loading icon or not, but the icon on the bottom left continues to spin.

My directory structure on my PC:

When starting Nut, I get this error: [Errno 2] No such file or directory: 'keys.txt'

How can I get Tinfoil to recognize my local NSP files on my PC so that I can install them?

You need a keys.txt file with your NSPs but also another issue you have, you will have to open nut as a firewall option, go into firewall settings if you’re using windows and either delete nut if it’s there and boot nut server up again and click on both boxes in the options. Sometimes you have to delete nut as a firewall option and boot nut up again to select it as an open firewall program to use it, this is what causes your NSPs not too show up on tinfoil. If you have an iPhone at hand bring up safari and type in your address if the password boxes do not show up for guest:guest your firewall is shut for nut server on windows, just type in for you 192.168.1.6:9000 on your iPhone browser and check.

Make sure you have properly dumped keys.txt
Are your switch and the PC you intend to send NSPs over to your switch from connected on the same network and there's no interference among the two.
Enable NUT to have access over your firewall when prompted and ensure no antivirus software that you might be using doesn't detect NUT as a false positive virus threat. If so then you should add NUT as an exception in your antivirus program of use.

Follow the directions under NUT Server 1.0 on the releases page. You need to use Zadig to install the proper drivers if you haven't already done so.

Added the keys.txt file and opened my firewall settings. Confirmed on my Android phone that the password boxes show up.

After entering guest/guest, I see this screen:

The behavior in Tinfoil is the same, nothing seems to load when I open nut://192.168.1.6:9000. Both are on the same network obviously.

Sounds & looks like you did everything right your seeing the country flags fully on the right hand side so that’s working right but I’m not sure why you are seeing that black screen with title updates available that’s certainly not related to nut server window? If you are getting the guest:guest password sounds like it’s working have you tried again in tinfoil? are your NSPs still not showing up? Have you at least left it a while in tinfoil sometimes it takes a while for your NSPs to show up you have too leave it a bit.

Idea for you change in the address “nut” to “nutfs” try that instead, if above is not working.

He’s using nut server via WiFi not usb.
