I think that's only pc and console arc files since issue #589 is for ddda switch arc files as it gives an error when trying to unpack them.
I also tried fluffyquack's arctool but it doesn't work properly with ddda switch's arc as I get files that are 0'd out instead of xmls like the ddda pc's arc.
Tested myself. It may be not compatible only with Dragon's Dogma ARC files.

I saw that when searching for tools for switch arc files, guess ddda is different sadly.
Hopefully it works without issues.
You can play around with Edizon! It has a RAM editing function very similar to the popular Cheat Engine on Windows. I can't confirm it works with the resident evil remake but I have found it works with almost every game. Search Edizon in the hbstore or you can find it's release around these forums.
