Hacking Cheats help - no cheats for this title?

Hey guys,

Can I ask for some help please. I can load a game and when I hold l down and select I can access cheats, however, there are some titles which have no cheats. So I was wondering how do I get them?, is there a file with a big bunch of cheats I can download so I can access it?.
