In the documentation he explicitly says it works
- Your device must already run HENkaku/h-encore on firmwares 3.60-3.68 in order to use this software. Firmwares 3.69 and 3.70 can use this software once a new hack is released.

A: Yes, but not yet. You'll need to wait until the next exploit chain is released.
YOU can't run it yet because YOU don't have the exploit that he wrote for 3.69 and 3.70.
Modoru allows you to install firmware without checking the current version, however that isn't the only obstacle as vitas also have a minimum firmware set at the factory. So a vita that ships on 3.67 could only be downgraded from 3.70 to 3.67. If you know your vita ran 3.60 fine, then there should be no problem downgrading to 3.60. It's only a problem for people buying second hand consoles to hack them.

I don't think it will make a difference, Sony will block it all the time they still have PSN. Shutting down Vita PSN blocks the exploit for new people anyway.

MWUHAHAHHAHAH I DID IT!!!!! Henkaku on this mo'fuckin' 3.70 psvita oled! Finally able to unlink the damn sony memcard to stick it deeply madly in my other psvita with 3.65! But for now, gotta find out how to downgrade to 3.65. Yes, I know 3.60 is gold but for my needs, 3.65 is perfectly fine.

Yes, I also succesfully downgraded two vita's from 3.70 down to 3.65. Of course I could go down to 3.60 but for my needs, 3.65 is fine too.

Hey thanks for the tip. I was going to downgrade to 3.68 but oh nevermind, I don't mind going to 3.65 if it's better.

As long as you're happy with it and it suits your needs. 3.60 and 3.65 are the most popular FW's and if you gonna downgrade, why not 3.65 or 3.60. For me, 3.65 all day. Of course most others would choose the 3.60 but I came a bit late to the party and first FW I ever jailbreaked was the 3.65 as my ps vita kept on that fw since years ago. If something works fine, don't change it as I always say that to myself. If something works fine and you change it, then hope for the best, prepare for the worst
