well most phone's can make a hotspot but some cant make the wep that the ds needs and pc software I personally tried sooo many applications and tutorials and nothing worked so i just ended up buying the Nintendo WiFi USB connector and have benn using that since.

No you need at least Vista or XP or possibly 7 but you can use a Virtual Machine I personal own a Windows XP laptop so its not a problem for me.
