Not really unless that .vpk installs whatever plugins you want automatically every time your Vita reboots (which I'm going to assume it doesn't; I don't really know as I don't use Autoplugin to install my plugins).
One more thing I just realized when I had renamed the tai folders and rebooted, when I went to run h-encore again it made 2 more tai folders.... How do I get it to not do that?
It's not possible because h-encore automatically checks if those folders exists, and if they don't it creates them for you by default.
That's why the instructions say that you don't need to delete your tai folder with all of your plugins configuration. You only need to change it's name, and when you run h-encore it will create the config.txt file but with no plugins enabled as it's the default one with no plugins listed in it, obviously.
Also, I'd recommend only using ur0:tai for your config.txt. You should also use ur0:tai as the folder where to store all of your plugins. You avoid some issues by doing this.

I'm 100% at a loss as to why I'm getting the error then..... I just wish I knew what it means....
Try going to any github page on your vita browser if you don't get an error you have itls enso installed and must uninstall first, and imcunlock also has an app it was made to give built in storage to 1000 vitas, but if you can't download anything without memory card in 1000 vita then imcunlock has never been installed, if you have a 2000 vita then imcunlock has definitely never been installed since 2000 vita already has built in storage.
Also when you get the new tai folders created leave them be, do not rename or delete them, you only need to rename your original tai folder, new empty tai folder needs to be there for the process to work.

1st of all what vita do u own? slim? phat?
2nd do u have sd2vita enable? if yes u need to use the "sony mmc" for psvita 1000 as the guide recommended, uninstall IMCUnlock too if u have it, if u have slim i guess ur good to go.
3rd are u on 3.65 enso? if yes u have to uninstall enso 1st to proceed.(just on the safe side)
4th u can always check some easy to follow guide on youtube as there are many videos being uploaded on how they do it.
Personally It just took me less than 10mins to downgrade mine, so good luck then..

Im also on 3.68 now im on 3.60 enso, so what issues are u having? can u tell me the steps u did 1st? so i can try and guide u whenever i can.
I've followed the guides on both the github and the one's on YouTube and placed the files/renamed them where I should and the downgrader works it's just when it exits the downgrader to run the update it gives an error C2-12848-3 the only other thing I can possibly think of is I had a vita game cartridge in the vita not sure if that's the problem or not I'm about to try again
Update: nope still no dice.... The downgrader says error 0x8002d013 loading drivers when I go to open it again

yes its a good start ,try to remove it and then try again.. also try checking this, u should select the OFW one.
Q.There are 3 different PUP files in the archive, which one do I need?
A: There are packages with (pre), (systemdata) and (full). You should choose the full one.

I updated my last post taking out the game changed nothing.... I think there's a problem with my vita not having the right drivers for it or something.... I have been trying with the full firmware btw

Did you check to see if itls enso was installed? To check just go into vita browser and try to go to any github page, it it gives you a tls error it's not installed, if the page loads without error it is installed. Also last bet before starting fresh would be to delete modoru and modoru folder, reinstall, redownload firmware and transfer using usb. If this fails the last possible solution would be to backup everything on your memory card( just click and drag everything to a safe place on pc and don't forget to backup tai folder as well and to enable hidden files and folders beforehand) and format memory card and restore vita to start fresh, then do the downgrade and afterwards just copy back everything from your backup

Sadly not even reformatting helped..... For whatever reason my vita can't run the update.... The downgrader works but the update can't start for whatever reason.....
Did you also restore vita? Hmm that's super strange, I'm about to attempt the downgrade myself now, let's see how it goes.
