Don't think it's a method to keep a persistent CFW after power off the console, it just take the advantage of sleep mode, and mainly to avoid re-inject after a crash.
Basically what cucholix said. This is not in anyway related to permanent CFW or untethered coldboot hacks; this is merely a quality of life update to allow people to reboot into Atmosphere if the console ever freezes/crashes while running Atmosphere.

That's actually interesting for hotswapping sd cards! Cause it's actually the only time I do reboot my Switch.
Or get a homebrew to actually crash the system on purpose and swap the sd card.
It can also be useful for rebooting back into Hekate without having to send Hekate as a payload again which is a boon for AutoRCM users who wish to turn their console off.
SciresM mentioned on Twitter that it works with system wide crashes, not only HBL atmosphere crashes, what led me believe that you can reboot atmosphere anytime you want, just asumption on my part.
When does this happen? It never should. Could you file a bug report with details?

You could probably trigger it with a homebrew app
And if you can’t, just make a homebrew app that forces a fatal to happen
I only get a crash when I remove the sd because I'm too lazy to turn it off, otherwise the last time was when I tried Duke 3d docked half a year ago

Mine did when I tried to launch hbmenu through eshop using it's title ID (that could be convenient)
This literally lets you restart your system without needing to reinject a payload and is probably the closest we’ll ever get to untethered coldboot, it’ll be pretty useful to most people
. And we won’t be getting anymore cold boot exploits for a long time if ever. Atmosphere emunand is coming out Soon(tm) or on June 15th

The normal restart option won’t trigger it, you need a homebrew app of some kind to use it
