OK so I'm trying to use Wii backup manager to install brawl from an iso into a wbfs format. Every time I've tried it doesn't work. I'm not very up and up on terms but I used this guide to install homebrew. wii.guide
I used letter bomb and followed it exactly. The USB is fat32 with 32kb things. Can anyone help?

Wii backup manager let's you make the iso into wbfs so you can use it on fat32 formated usb drive. Usually for the game to appear in usbloader gx it needs to be in the wbfs folder in root. The folder wii backup manager creates for you should be put there.

Did you say your game does not show up on wii backup manager or when running usbloader gx?

Btw smash brawl's iso is around 8GBs so how would that work on a fat32 formatted device?

Because wbfs are way smaller and works perfectly, unlike compressed isos? At least that's what I heard.
Most modern cIOS are geared for a FAT32 drive, plain WBFS was a temporary solution and currently does nothing but limit you since WBFS partitions can only store Wii games whereas FAT32 partitions can store Wii, Gamecube, homebrew applications and multimedia. If I were you, I would backup all my files, create a primary FAT32 partition, copy your games back on using a backup manager which will deal with conversions and folders for you and retry. You're not very descriptive with your explanation - are you using .wbfs files or a WBFS drive? Have you trimmed the games in any way? What cIOS are you using to load the game? Have you messed with the settings in any way? Normally when I had issues booting a game just trying a different cIOS worked - they sometimes have different compatibility, especially when it comes to multilayered discs like Smash or Metroid Prime Trilogy. Posting a sysCheck would also help us determine the fault - perhaps your modifications are out of date or incomplete. Finally, an MD5/CRC checksum would help us determine if you're using a clean ISO or some kind of patched image with God knows what kind of modifications done to it - always start with clean images, there's no reason to run patched games anymore.

EDIT: Nevermind, I just saw that it's a FAT32 stick. All good then, but we need a bit more info on your process.

Backup managers automatically split layered discs, it's imperceptible in operation.

Yeah, the fact that there are both WBFS partitions (which hopefully no one uses anymore!), and .wbfs images certainly doesn't help to distinguish what one is talking about.

Anyways, the usual problem I had when wii games wouldn't appear on usbloader gx's menu was that I had to go to one of the menus the upper toolbar and select show wii games and not just NAND channels or gamecube games. Hopefully this is your problem. If not, then try the things @Foxi4 suggested like posting a syscheck for us to see if you have any cios or ios issues.

My guess is that the image is corrupt, it's filed in an incorrect directory or it's improperly named. There's no reason why a loader wouldn't list it unless it can't find it or can't read it. It also might be a problem with the loader itself - back in the day I had to run both CFG and GX Loader as GX had issues with certain oddball games or out of the ordinary IOS configurations.

Can ULGX loaded extracted ISO FSTs? It would help save tons of space (essentially bring down the space to what's actually being taken up) like WBFS or cIOS but also allow for easy modding

Geez, you're getting me confused, are we talking about .wbfs, right? (at least that's what I see since you compared it to iso file). IMO .wbfs is just better, SMBW for example packed on .wbfs is something like 400mbs, while the iso is 4gbs. If you were talking about the partition type just ignore me, since we are in different pages lol.

Would help if OP provided more info, if other games are working that's not the problem.

I don't see why the name would be wrong, OP said he used the Manager, I can say the Manager will copy Brawl right because I just did it yesterday and it's working fine for me. I guess it can narrowed down as a bad dump too, like you said. OP should provide more info as said above, we don't even know if his system can run other games or if the problem is just with one game.
