Hey there went ahead and did that..also did the test of the Nintendo DS connection and passed..so now Im at this part:

K done downloading the Nintendo Fan Network..already got the 7zip and am changing the file extension on my windows PC now..next will download those files now
  1. The b9stool archive from this link.
  2. The latest Luma release from here.
  3. The latest Homebrew Menu from here
  4. The "private" archive, from here.
After this..will start taking the files from the PC and put them on the SD card..now I am confused at this part:

  1. Take your SD card out of your console.
  2. Put the SD card into your computer, navigate to it and open the "Nintendo 3DS" folder.
What SD card are they talking about because I dont have a Nintendo 3DS folder on the card, its fully formatted there is nothing on it. I found the SD card in an old camera that I have and am going to use that for this, so Im not sure what they are talking about

they assume you have used the sd card with the console

power on the console and insert the sd card. the console will create the required folder

Yeah I feel really silly not realizing there is NO SD card slot on the Nintendo 3DS..that slot is for game carts only..I have the MicroSD card that I already took out from underneath the console, its 16GB Sandisk..and in that folder already exists the DCIM and the Nintendo 3DS folder

Does it not work with Seedminer for some reason?
If anyone else reading this thread is wondering, the answer is of course just a Google away:

Because the only free dsiware that US has is not injectable for any dsihax game (no save, tiny executable).
So, Nintendo Fan Network works with this new option but not Seedminer because that's just how it is. ;)

You may have to change your country in order to access the rest of the eShop. (Note that your region is fixed as EU, JP, or NA, but you can still change your country.)
