Ok thank you. I just remember there being something about needing a file for each specific 3ds model.What makes you think you need a "bootfirm file for the new2ds"? If you installed CFW, you would use the same boot.firm as everyone else.
The usual advice for wiped SD cards is to redo the "Finalizing Setup" portion of The Guide.

btw I cant launch the homebrew menu with download play or any other app.* SD card. You can boot the 3DS without a card if you install Luma3DS on CTRNAND. In the finalizing setup mentioned by @wormdood, you run a gm9 script: Section VI.
