I dunno what you all did (and still do?) but i only had this once and it cleanly removed the bad entry. It's most likely dodgy homebrew/warez CIA files and/or filesystem corruption. Keep your SD card clean and format it accasionally.

My only option was to format my SD card, and now I get to start over for the third time.
Don't delete this file, if you see it under Data Management.

Since this is not the first time you had to start over, why not make an image of the entire sd card? that is the question.

thank you all for the help im now starting from scratch and im hoping to get it all back at least
Try dumping the titles into *.cia files with GodMode9.
If you can back them up, don't reinstall them just yet. Reinstalling a game will overwrite and delete the *.sav file.
Read that thread I linked earlier in how to go about restoring games, DLCs, updates, saves, and extdata in the scenario when backups weren't made.
