Wii U uses a special filesystem that can't be recognized by PCs, I don't think anyone made a program to browse those files. Try plugging it to a GNU/Linux system, see if it's listed on lsblk and dd the whole drive to another one, then post results. Be careful using dd, don't put anywhere important as outfile.

Or just use the Data Management on the wii u. And take some english classes.

With wfs-extract (part of wfslib on github) you can extract data on Windows if you have dumped the seeprom and otp.
If you want to install data there is also wfs injector for Windows but as you are not able to list the directories and files of the HDD it is pretty cumbersome, wfs-fuse on linux is really the best way to mount your HDD on your pc.

Yeah, if you keep the original install files, theres no reason you can't use them again just like you did the first time. If you use the export to SD(you can pick a Non SD location) and back them up from there you can re-install them in the future without need Wii USB Helper at all. You'd just need to copy them to the install folder on the SD card.

Just copy the folders that the games are in. To another hard drive like you would any computer file.
