I have an ASUS X555LB, and it had this problem for as long as I can remember.
When the battery drops below ~50%, the screen starts flashing on/off roughly every time it refreshes (this could be just one flash every three seconds or so when reading text, or constant flashing at 60Hz when watching a video). Is there a way to solve this? I would like to use this thing on battery sometimes, but the battery life already isn't very good and this problem just halves it by making the device near unusable if the battery is too low.

Refresh or redraw/update? Refresh should happen at a fixed interval (typically 60Hz these days but 120, 144Hz and variable laptop ones do exist) the entire time it is powered but "every few seconds" sounds more like redraw/screen update, which obviously a video would be doing many times a second.

Only when battery is low is odd. I would look at the battery if it was refresh -- a couple of cells start to go* and the voltage might well drop below that which the inverter/boost controller expects to feed onto the screen and you will get a flickering or a backlight (does the screen still display if you shine a bright light on it during this or is it all black?) dropout before the cells recover and it carries on. If you are also nailing the GPU at the time then even worse (difference between 2d text and something the GPU might be involved in decoding/rendering/tarting up -- more power/current draw means more voltage drop).
*ever seen something say 95%,94%,94%,94%.....94% and then 50% all of a sudden? This would typically be that in action.

If it was only when on battery I would look at a dodgy connection in the GPU chip that the thing being plugged in might in turn sort (same idea as chargers which only work when at a given angle). Leave the charger in but unplug it at the wall being a good test of that one.

It could be drivers. Sometimes battery saving options of those can cause traumas but I don't tend to see any "below 50%" options (you tend to only get the classic 10%/low then sleep, 1%/critical then hibernate/turn off type things). It is old enough that it could have been a dual intel-something good setup but it is not mentioned on ASUS' listings. If you have a livecd/usb then that might eliminate that one. Asus do have a history of trying to subvert things as well for their junk "replacements" too so it might be as simple as finding an option somewhere that says when on battery do low power mode.

There are a few other things I would possibly consider as well as all that but no sense going off on too many tangents just yet.

Yeah, I meant when it redraws.
It flickers way too quickly to be able to tell if there's any image. I'm placing my bet on drivers, since the laptop just got repaired, and there was a problem with the battery and the motherboard, which they've fixed, but this issue was already present when that other problem started and surely they would've noticed if there was something wrong with the screen.
I've looked in Device Manager. It says my display adaptor is an Intel HD Graphics 5500, so I looked up the drivers and found something weird. Device Manager says I have driver version 20.19.15.4549 from 2016, but the latest driver from Intel's website is at version number 15.40.41.5058 from 2018. I have a feeling these might be completely different drivers altogether, and I'm not sure if I should install the one from Intel's website over the one I currently have. What do you think?
Also, I don't know if this is related or not, but I found two devices without any drivers installed and Windows can't find any drivers for them, either.

Ok, try either the "Intel® Dynamic Platform and Thermal Framework Driver" or Windows Update.
Sorry, I forgot about this thread and only just now did I remember. >_<
Updating the Dynamic Platform and Thermal Framework Driver did nothing and Windows Update can't see any updates.

Does the laptop still act up when the battery is under 50%?

Can you put it into sleep mode and wake it up?
That doesn't help, sadly.
it's a common issue with Asus laptops it's just the battery that's fucked mate, some say if you let it completely 100% drain and then charge it up it fixes it but in my experience it's just fucked
...Oh

Well, I'm out of ideas. You COULD try to re-image the OS but I don't see that working. I agree with Flame, it is either a battery issue, motherboard issue or BOTH. Whoever "fixed" your laptop might have just missed it.
