Homebrew No Data Management in my DSI LL 1.4.5 J

I want to set up Hya CFW in my DSI LL, but i realize that my DSI has no Data Management. What can i do now? my DSI fw is 1.4.5 J

Yeah DSi Shop has been shutdown, but for now you can still download already purchased software and the 3DS Transfer Tool (which is a free app). All you need to do is connect to DSi Shop. The shop generates a file on nand and Data Management won't show up until that file exists. ;)

Is there any way to generate this file without the DSi Shop? Kind of bad that it is down since months.
I also have other DSis with data Management here, but they are from Japan. Could I dump the file from one of them?

Edit: The console without Data Management is from Europe.

I don't think dumping the file would help, iirc the content of the file isn't actually checked for showing Data Management so it can even just be a blank file, though I'd have to check to be certain.

I can probably add this to NTM, if I'm remembering correctly and the file content doesn't matter then it should be very simple. I'll give it a try later today.

It's some kinda encryption info for the Shop, and also used for determining if Data Management should be shown.

Though, there's not really any problem with not having Data Management, it doesn't really do much and if you can't access the Shop then there'll probably just be nothing in it anyways. Unless you use NTM I suppose, but then you can just use NTM to uninstall titles. Also, if you're doing this with hiyaCFW then you can just make sd:/sys/dev.kp and I think that should work.

I don't think formatting should ever remove Data Management, though deleting Shop data (which iirc is separate) probably will.

I've added an Enable Data Management option to NTM so the latest build should be able to enable it. I tested on one of mine that didn't have it enabled and simply creating an empty file (what NTM does) works fine. NTM supports both SDNAND (hiyaCFW) and SysNAND so there's no need to do it manually now.
