For some reason I double clic the .exe file and nothing happens. Not even a Window. Do I need to have instaled something first?

I have found .arc files that in hex [49 47 41 1A 08] identifies as IGA..
Have you heard of this before/would you be able to update this tool?
The game is Skylander's Spyro's Adventure Wii U RETAIL/legit that was released only for JAPAN.
It is not available on the Nintendo servers.
I was hoping to mess around with the language files since it was released on PS3, etc.
