Well if you look closely at his profile, you would see that he's from germany (aswell as me). And in germany, you should really really use a vpn to pirate. Not that you are getting problems for pirating at a 100% ratio. Of course not, but the quota is kinda high. I am from germany and I indeed use a vpn and would'nt do shit anymore without a vpn. That's my opinion, but keep in mind that I do live in germany, while you're american. Have a nice day ^^

No the actual txt database. It's not pretty and has lots of missing pieces but does show a pretty good list and is updated as best as it can be.
If the cert is banned, the you can't get the title key from that source, so you have to get it from somewhere else.
The tittle key is the same no matter what cert is used. So if someone buys it they can inform the community the key. You do know that cdnsp downloads the list of tittle id's and keys from a web page not hosted by Nintendo right.
bobs gui has a file you can add tittle keys for tittle id's in case you have one the public doesn't have. I got the demo of vc4 because I found someone listing it before it was added to the pub list and I added it manually the hard part is getting the key to add
My profile is disconnected from my nintendo online account, I installed some games with tinfoil and let it update. It's been several games and it still allows me to update. Don't know when it will be banned tho.
As long as are your keys are up to date, hactool will still be able to extract them from any .XCI
I think what he meant was what about those recent nsp updates that are not bundled in game cart
