Thats strange.
I can help here. If you redid everything from step 1, there is nothing left that comes to mind.
Being stuck at the exploit screen usualy only happens when it can not find the payload (boot.nds). Make sure your SD card can be used from the 3DS.

I hope you find a solution. Someone will come up with one.

copy all the files off your SD card,
reformat the SD card, make sure it's FAT32
then copy the files back and try again

I reformatted the card using guiformat, still get the same problem.
