Technically, you test the card when it's blank. Copy everything off it.
Edit - You can reformat it first with FAT32 + 32 KB, but this isn't strictly necessary. Test has to be done as empty.
Also, if you do test it with stuff on it and if it's indeed a bad card, your current stuff (whatever that's still good) can get overwritten.

Okay, I lost my smash 4 dlc from before and was able to reinstall it without problems. So I can install cias, just ones I have previously installed before? Is it a problem with my nand like I was so sure of, or do I keep getting a bunch of bad cias? Is there a certain type of cia that won't work or something?
Make a copy of your current setup on the SD card.
Reinstall all your missing CIAs (updates, games, DLCs).
Check if everything is restored. If not, take note which ones corrupted.
If you get the bad route
Restore back to your original files setup and go through the painstaking task of finding clean replacement CIAs.

By the way, I still didn't do the thing to my nand. Still on the old one. I don't know if i should now, since I can install cias, just ones i have installed before (or maybe i just keep getting unlucky and getting ones that dont work)

Easier route is to start from scratch via clean nand, as oppose to figure out what is the one causing the problem, Cia needs to be reinstalled, with the decrypted save backup , restoring the save you don't lose anything in game.
Okay update me on your current situation, you did the nand restore or the CTR Transfer?
