OP
Is there a file explorer anywhere to be found that allows to write to the HDD that goes in the PS2 bay? I need to delete a folder that is probably what's causing my console to bootloop.
Something like this, but for Windows https://github.com/uyjulian/pfsshell

Yeah problem is the PS2 uses a non-standard file system architecture and is not supported by any operating system that i'm aware of so as far as I know you best bet is probably to wipe the drive and start from scratch

My apologies, I misunderstood. Maybe you can remove the memory card and hard drive and use only a usb Drive with boot/boot.elf on it to load wlaunchelf? Your ps2 may be looking for a bad boot.elf. Most programs look at cdma:/, mc0:/, hdd0:/, or mass:/ to boot a boot.elf. If this works, then you can connect each device while in wlaunchelf and clean it up from there.

How did you cause this?

edit:

Can you boot from either DVD and/or memory card with freeMCBoot?

AFAIK the only HDD tools for windows are for HDLoader games.

The newest hdl_dump has an "initialize" function, which allows you to install a software (in the proper KELF format, which allegedly isn't the same kind of KELF used for FreeMCBoot/DVD Player as in my guide) as the bootloader for your HDD (replacing the FreeHDBoot/HDDOSD/PSBBN loaders); and you can download some version of uLaunchELF in that format

https://bitbucket.org/AKuHAK/hdl-dump/downloads/

Also, if the issue happens to be with your FreeHDBoot configuration (and you installed it with the official installer without removing the usb drivers from the installation folder), it will autoboot "rescue.elf" from USB

On the first time it started bootlooping after I plugged my USB drive to transfer a few edited saves. Apparently some Kingston drives cause this, for some unknown reason.
The second time happened because I couldn't delete the ART folder, so I could copy an updated one, so I just renamed the old one as ART2 and copied the new one to the HDD.
I don't have an MC and am using FreeHD Boot, as I prefer to have all the saves on the HDD and not have anything protruding from the console. I ended up just backing up all the games, formating the drive and do the whole process again. In the end I gave up trying to do anything that involves plugging a USB drive to the console, as it seems that's what's causing it to bootloop.
