the health and talent codes work on both USA v1.0 and v1.1.
I dont have/own a European version of the game so i dont if the offsets are the same.
if you have a blank action replay, you can see without messing up your game by using the hexeditor to trace the code:
ie.
1)open hexeditor
2)Press (X) and select goto address 0x308C6B34
3)press (X) again and goto the address listed there, (and remember its little-endian, so you have to reverse it. ie 00 58 45 90 become 0x90455800)
4)then either using a calc, or going directly down 0x17F4 bytes and you should see the health value in float
(so unless float well. you will need a hex<->float converter)

I've found the speed address, I haven't had enough time to find the pointer though, how I found it is by running normally, then search for float 1 (3F800000) then run in shallow motionless water, the value should now be 0.7, you can figure the rest by yourself.
Edit: Ok so, apparently the address changes as per area, Colony 9 area address is 00B45764, and Colony 6 address is 00B92794
