I have some offline out of region titles I'd like to flag to behave like Homebrew in the sense that they show a Homebrew splash on launch and Luma would make them show up as Download Play when online. I have the CIAs. What do I have to do to flag them as homebrew?

Nothing, you can't "flag" as homebrew. Homebrew is .3dsx files and the like, not games. Just play them normally.

What? Homebrew exists in CIA format just as in 3DSX format.
So? You can't make a game into homebrew just like that. Just because you can turn .3dsx into .CIA, doesn't mean you can just simply do the reverse.

The most you can do is change the headers and banners to make it appear like a different game or from a different region, pretty good for hiding that it's out-of-region, since you seem to be looking to hide that (afraid of ban or something?:/). Extract CIA, find the HeaderFS, edit it accordingly, then change the banners too and repackage.

if you want it to appear as "download play" or anything else instead, use it as 3dsx instead. there is no "homebrew" flag for a CIA, and the startup "Homebrew" splash is just a different logo that has no other effect.

Sadly there's no way to convert games to 3dsx or everybody'd be doing it.
