About the free Brain Training in Europe: I made a brand new NNID on a Wii U that had never downloaded the game before, and it let me download the game for free.
I think just the NNID has to be European.us console set to europe region would work?

Only reason Brain Age seems to be quoted, or Dr. Kawashima's Brain Training in Europe (yet another same game, different name regionally) is because the game was offered for free for a long while as a demo for back then upcoming DS virtual console on Wii U. You could get Brain Age/Training for free for about a month or so if you had Wii U when the game came out, and even if you deleted the game, your eShop account would still own the game so it could be redownloaded.
Surprisingly a lot of people I've set up mods for have had this game, some people just did not care at all and not touch it even if they had a change, but this was only DS game that was free, for a short while and a long time ago.
In europe I think few games share the game's price and is more or less the same as few others, but those are also simple titles/brain training titles like Brain Academy or something like that.also its still the cheapest ds VC game on e shop all others are 10 and brain age is still 6.99.
