Is it possible yet, of does anyone know if is working on it, to mod the system menu or launcher or whatever you want to call it?

If we ever get to that point, there are a few things I'd like to see:
  1. More separation between user profiles, so individual games can be hidden on some profiles. E.g. to make a cut-down profile for your kids.
  2. Optional PINs to protect profiles, to stop kids bypassing the above. I'm aware that you can make it so that you have to type in your NNID password to open a profile, but I want a complex password for my NNID account (as it's accessible online) but just a simple PIN for the user profile.
  3. Allow a game launcher icon to appear in multiple folders, e.g. both in a folder called "party games" and another called "sports games"
  4. Ability to hide the constant "download failed" message, as it looks for a system update.
  5. Ability to disable the background music (like you can do with priiloader on a Wii)
  6. Override the 300-title limit (not important to me, but seen it wished for elsewhere)
I'm sure others can think of other desirable things if we could ever hack or replace the system menu.

Not possible yet (no one cares enough to R.E. and even mod the sysmenu)

This list is (honestly) never likely to happen on wii u.

You have better chance of using cbhc to auto load a title on boot, and that title be a menu replacement which contains these features you wish for.

Completely possible.

What it will take to make this happen is that first you will need to do to college for computer science. You will then need to take the time to reverse engineer the wii u software. You will then need to write your code and patches to make it work the way you want. Lastly, you will then just jump off a cliff for wasting your time on a dead console that has every game fully playable on emulators.

Personally I like having the download failed message as it lets me know update blocking is working.
1-3 are things I feel like Nintendo should have implemented officially. Though isn't there already some sort of parental protection to block games with higher age ratings? That pretty much serves the purpose of #1, and if you want some homebrew stuff to be blocked from use by kids you can edit the age rating in the title's meta.xml.
Like KiiWii I don't think that these will ever be implemented. The 300 title limit may be worked around in some way (probably with a homebrew title launcher) since it's a commonly requested thing. The others I haven't seen requested before so there's likely not enough demand for a dev to bother (nevermind that most of the devs moved to the Switch anyway)

Yes, there are parental controls which you can set per profile, but because there's nothing stopping kids from picking a different profile, I've had to set all profiles to lowest age, which is annoying! Also, I'd rather kids didn't even see some games listed, rather than just be denied starting them.

I agree the problem is a lack of devs.

I guess you'll just have to deal with entering the NNID password for the time being. Do you really need a long and complicated password? Just use one that you don't use elsewhere so if someone hacks into your account they can't get into any of your other accounts (not like they can do much with access to your NNID anyway since it can only be linked to one 3DS and Wii U at a time)

is unlikely because the two goods hacker aka derrek and hykem and sciresem decides to stop work on wuu because of not sales. if impossible to good hackerise the menu, isnt editable with software of ide developpement like unity. hence except if smealum says "hmm im gonna hack wiiu" then will never happens. because lack of compiled reverse enginerred files on wii u dev wikipedias

One of the sites that weren't blocked on the school's network was some file uploading sites. I would upload some games, write down the URL and take it to school one day.

It was easy to bypass some of the restrictions, as one of the admins left a registry key in the administrative shares drive, which allowed me to get around the blocking of some sites.
