Hi guys. I've finally gotten around to getting a new PC. here's my specs.
yes, It's a Server.

Pc: HP Proliant DL380 G5
Windows server 2012 R2
2x Quad core Intel Xeon X5450 @ 3.0 GhZ
36GB Ram
Nvidia Geforce GTX 960 4GB

so, with that out of the way, Can I run CEMU at playable speeds, or any emulators in general, Like PCSX2, Dolphin, etc? How will most PC games I have (Skyrim, Elite Dangerous, Xenoverse 2, Civilization V) run? I'm currently in the process of updating drivers, Java, Installing things such as Steam and the like, and I havent tested much yet, So I thought I'd ask you guys.

Your RAM should be more than fine. Your CPU, it matters more about single core. Not too sure about your CPU, the clock speed looks pretty good, you should have pretty nice performance. GPU is definitely fine though and some pretty nice settings.

Cemu will probably run slow, but you should be able to play the rest on high settings. It depends mostly on if you have the 2GB or 4GB 960
I have the 4Gb 960 (probably shoulda mentioned that, ehehe)
I suppose BoTW is out of the question?

This should be pretty much the same as a q9650 in terms of speed, more faster than a sandy bridge i3 and with two you shouldn't have too much trouble at hitting 60fps in those you mention

That actually sounds quite good, I'm sure you can get a playable-ish FPS in BOTW and will do much better once the emulator is more optimized.
