We'd need to know your error code before we can tell you if it's reversible, temporary or permanent..... If you have the 022-2812 ban, then you're wasting your time.

But shouldn't injecting an unbanned seed fix that? 022-2812 isn't that simple. 022-2812 will effectively kill Pokebank, legitimate purchases, and any other things related to the NNID tied to the banned device ID.
The more recent bans only ban the LocalFriendCodeSeed_B which can be replaced. They don't affect NNID access, which is what PokeBank relies on. So it should work once the LFCS_B is replaced.
Really all you need to do is get a non-banned LocalFriendCodeSeed_B (google it) and replace the file with GodMode9 (or Decrypt9 but that isn't being supported anymore), the guide 8BitWonder linked will tell you how to do that, just note that you don't need to do any of the other steps other than replacing your LFCS_B.
That's different, those were the original bans that affected NNID access. The more recent bans don't do that because obviously they still want you to be able to spend money in eShop.
You'll know if you reboot the console and you can no longer access the friend list. Bans aren't firmware specific. I dunno who started this rumor, but staying on a lower firmware does not protect you from being banned.
