For old games, Nintendo put all files on CDN that we can build a DLC by downloading all CDN files (with FunkyCIA or manually download) then build a CIA with MakeRom.
This method is always used for obtaining DLC before their official release date.
But nowadays Nintendo becomes cleverer.
They intentionally hide some contents from the CDN so we can't DL all files and MakeRom can't build a CIA when one required file is missing.
For example:
Game A's DLC's required files:
cetk
tmd
00000001
00000002
00000003
00000004
All 6 files can be downloaded from CDN except 00000002.
Then MakeRom refuses to build Game A's DLC CIA until the 00000002 present.
This situation started 1 year ago and we still have no clue to deal with it.
Only method to build an incomplete DLC is:
1) Buy all DLC from e-shop
2) Dump the DLC with GodMode9
But this method is only available to share anything the DLC maker bought.
