is there a homebrew app that is like a gameshark or AR for GBA games, and can backup game saves, and put game saves back in?

I don't there are popular ones. But companies like the R4 have a cheat option that patch the game save in their hardware. That's kind of like homebrew. I wish I knew more!

(next time make a more specific title, none of that dot dot dot crap)

crap, crap, crap. my fault. I'm not sure. Very sorry!!

What would happen if you used a cheat in an emulator on the PC and then move the converted save to the GBA? Sorry again.

thanks! yay, now I have two more questions, for both DS and GBA games, how do i restore it? all i know how to do is put the save on my computer, how do I put it back? also, is there a GBA save converter? so i can download one online.

how does the file work? i mean, it only has a file called "cart_save.gba" and i thought a m3 can not run .gba files, yet. all i need to do is convert a .xps game save from gamefaqs and upload it to pokemon emerald...any help is greatly appreciated...is there a helpful guide, perhaps?

Slot-2 M3s can run it, the slot-1 M3 Simply can't. I've heard EEPINATOR can managed SRAM saves on GBA games (though not EEPROM or FLASH), but I have not investigated this very much.
