I am selling my 3DS that is currently on B9S 1.2 and Luma 8.1.1, what is the best procedure to return it to factory default before I pass it on?

Cheers for any help!

Sell it hacked, people actually want hacked consoles.
That depends greatly on where you're selling it. If you're dumping it on an auction site, the overwhelming majority have rules against modded consoles (this includes software mods) that can only complicate your sale, especially should a chargeback occur. Additionally, I've found folks selling modded consoles can easily be saddled with additional hassles from the buy expecting extended support. While you can certainly ignore them, it's probably easier to just wipe the shit and call it a day.

For the record I used the tutorial on 3ds.guide to mod it back in December using the a9lh tutorial so I did make a backup of its original firmware but I do not know the procedure for returning it back.

This is a picture of the folder I have from that original backup I made, what do I need in there to make the restore and what is the procedure? Cheers!

Before doing this you could also uninstall all homebrew/games with FBI including deleting their tickets.
Probably those are wiped when doing a factory reset anyways but for legit games they stay on the console.
Probably nintendo won't extend their data colletion beyond the spot pass data, but you never know.

Can I just do a reformat? I'm guessing it would leave on BS9
Correct
but nobody would ever know?
If you installed the newest Luma to ctrnand, it would most likely go unnoticed until either a new update breaks that version, or someone boots holding select :)
If you used SD boot, of course it would break the instant someone replaces or cleans the SD
This is actually the main reason to not sell modded consoles, you never know what noob might pick it up

The best way to remove A9LH and B9S is to flash a nand backup from before you installed them (without using any "safe" or "keep a9lh" modes)

Boot into Decrypt9, SysNAND Options -> SysNAND Backup/Restore... -> NAND Restore, ignore the scary red text telling you that A9LH can be overwritten.
