My Vita is activated though yet still suffers.
I dunno on how the PSP environment loaded using adrenaline get downloads form Sony servers so I can't answer on "why we can't download PSP and PS1 games using PSP Store on adrenaline".
But as to why we can't download Vita games even with activated vitas is that sony asks some data from the vita and it fails to respond accordingly because the answer changed between firmware versions (It wasn't checked before).
This process occurs with every vita download now, even on activated vitas. So activated vitas can't download legally owned games and DLC, deactivated vitas can't be activated until a new spoofing method is created and made public.

Maybe @yifan_lu may know as to why the PSPemu shop environment also fails to download.

@yifan_lu limited his profile and I can't contact him. Can anyone do it in my name?

So you are offering to buy them for those of us who wish to avoid high import prices? That's really cool of you! People like you are what makes this community great. Should we pm you for the details?

I'm noticing a few other side effects from this activation issue. Some background: I recently had my regular PSN account and PS3 perma-banned for messing around with my trophies on my PS3. This was the same account I used on my couple of vitas. When enso came out, I decided it was time to start fresh with a new account. Little did I know that I would not be able to activate my vita with that new account because of this 8558325 issue.

Back to the side effects that I believe are tied to this issue:
1) Yes, there is no current way to get adrenaline without having an activated PSP game first. Sounds like theFl0w will fix this in September
2) Vita games installed through .vpk or mai have a pop up when started that say you will not be able to use trophies, would you still like to start? Makes sense since trophies are tied to your PSN account
3) This one I'm not 100% certain, but it seems some .vpk's are only installing the "Trial" version of the game. This seems to mostly be smaller games that were probably dumped from PSN downloads or were converted trial games. Bigger, I'm assuming cart-based games are still installed as full. Not sure if others have had this problem, but I have only experienced it after going through this 80558325 activation problem.

Hope this helps someone out there, or at least confirms what others are seeing. I thought I was going crazy the next enso was released. I felt better when I saw this thread and yifanlu's post. Still sucks, but at least if confirmed I wasn't crazy!

The other thing for folks to know is that this seems to be tied to the physical vita. My new PSN id still works fine on my PS3 for activation/deactivation and using the PSN store. This problem is only specific to Vita and seems to be tied to the device. This is consistent with the folks who have said they tried creating a new account on their vita after getting the 8558325 issue and STILL cannot activate. Maybe we need an IDPS replacement process like we have with the PS3? I was able to unban my PS3 using an IDPS I bought on ebay. would be nice to do the same thing here. OR Yifanlu and the vita crew are able to come up with some magic. Fingers crossed.

This is defintiely false, all that matters is that you log into your psn account and format the memory card and it will not bring up that popup, i can have my vita deactivated and never get that but the only time it does happen is if i reset the vita to factory and not log into an account or use a different account without formatting the memory card.

Is there currently no way to activate for a new Henkaku user at the minute then?

Sent from my HTC U11 using Tapatalk
There is no way to activate any vita below 3.65. So Henkaku and Ensō users are stuck without activation. Sony has blocked everything below 3.65 from activating and downloading games from psn.
TheFlow has said that he will work on getting adrenaline to work without activation in September, but thats it.
