Just out of curiosity could you say why? Anyway, assuming sony adds in the next firmware version to games the second they launch, just go on here (http://www.metacritic.com/browse/games/release-date/available/vita/date) and any games released between April 6th 2016(the day 3.60 launched) and August 8th 2016 (The day the next firmware came out) should have 3.60 (assuming of course that none of these games got a second printing.
As far as I'm aware vita games do not include system updates, they will simply refuse to run and ask you to update your system via system settings...
Don't know about physical games tho since I only had like 5 or 6 and they all had low system version requirements.
Trails of Cold Steel 2 has the 3.60 Vita Firmware Update (my ps vita tv, refused to manually install the update 3.60 firmware file, this was the only method that worked, to install the firmware update from the game cartridge)
