Actually this is completely on you. You refused to listen when your advice was said to be wrong and worst of all, you continued to argue with someone who does know what she's talking about. A tester isn't just someone who mindlessly makes sure code works. We work hard in the background to ensure that what the community gets is in working order, meaning we have to know what we are doing and what to look for. I spend literally hours to days helping devs with their projects. Hours filled with research, troubleshooting, debugging, and testing. Just so the community gets a stable product. The fact that I am so rarely credited, yet people still trust me shows just the kind of respect I've earned from this community.
So once again, I am not some "second hand source." Just because I work behind the scenes, don't make me any a less reliable source.

It is not a B9S issue, you did something to cause this. B9S does not effect the ARM11 and thus wouldn't be throwing up this issue. Where did you get the TWL patch that you used?
Chances are you broke the TWL NAND when installing that file.
Like everyone is suggesting, you will either have to restore a clean NAND (being careful not to remove B9S) or do a CTRNAND transfer. Of course remembering to backup everything before hand.
As well stop troubleshooting the dark when people are trying to help you. If you don't know what you are doing, then listen to the community.
so what do I do?

Lol so I restored an old emunand backup and it works, I didn't lose my data... Thank you all for the support :)

Are you still running an emuNAND or launching it from your sysNAND?
So you didn't get the patch from the Luma3DS wiki? It wasn't the "bluecart fix" patch from Gateway, was it?

still using emunand.. I think I installed ns.cia from the troubleshooting of luma in github
DSi/GBA games need to be installed on both the sysNAND and emuNAND in order to work. But I highly suggest flashing your emuNAND to your sysNAND using hourglass9.
Interesting, I may run some tests on my nights off to see if I can replicate your issue. It might be something worth looking into

sorry but i prefer using emunand... i'll use a flashcart for that

Disable to option to boot into emuNAND to boot into your sysNAND. From there just install your CIA on the sysNAND the same way you did on your emuNAND.
If you don't have FBI on your sysNAND, inject it the same way you did with your emuNAND

Do i have to install twlnand in sysnand?
With emuNANDs, you do have to install GBA/DSi games twice. IIRC, it's because the TWL/AGB patches reboot the system to the sysNAND and run the games from there, there's no other way around this. There is a post here that explains it in greater details.
