Hardware GPU Fan Speed Not Adjusting Correctly

So I just upgraded my PC. My new parts are:

i5 7600k
16GB Corsair DDR4
MSI z270-a PRO
GTX 1070 from Gigabyte
And I'm running Windows 10 Pro

Here's the problem. Ever since I swapped parts, my graphics card's fan speed will not lower from whatever max RPM it hits (sometimes it'll be like 60%, and when I was testing stuff I'd change it to 100%). I've tried EVGA Precision, MSI afterburner, and Gigabytes own Engine thing that I forget the name, and basically none of them can lower the fan speed.

I've tried reseating the GPU, updating the GPU BIOS, updating the Mobo BIOS, doing a fresh driver install with DDU, and doing a fresh Windows install. Nothing has changed.

I'm going to try putting the GPU in the other PCI-E slot, but before I do I want to get some input from anyone else. Anyone have any ideas?

You've pretty much covered all the bases. If you have warranty, you can try and RMA the card and save yourself any more headache

The card was working fine in my old rig, it's not the card.

Isn't warranty voided if user opens up the system? There is seals that break to identify if is been tampered with from default production.

Err...this isn't a prebuilt PC, and even if it was you don't void the warranty by opening it

i only can think of the nvidia software glitching or some settings in there... (make sure to click apply, or ok, i always forgot to use that buttons on nvidea panel)
i never seen a bios having options to monitor gpu fans so i guess isn't the bios taking over it...

If it's running that way even after a fresh install of everything and some BIOS updates, it's likely the card itself. Does the same happen while in BIOS, or in non-Windows operating systems?

It's possible that it's an issue with the motherboard controlling it, but it seems unlikely if it's just the fan controls that are an issue.

It doesn't happen in the BIOS, but I also can't really "force" the fan speeds to increase while in the BIOS to really test it.

Haven't tried any Linux install, I'll see if it happens to a live USB, too, and report back.

Do you have another PC you can test the card with? I know you mentioned it didn't happen before you upgraded the parts but it wouldn't hurt to test. If you have another video card, you could try it with the new rig and see if the fans slow down properly with that card.

I do have my work PC I could put it in, as well as swap it with a GTX 770 to see if it changes anything. I'll try that after testing it with a Linux install.

So quick update, I haven't tested it in Linux yet.

But I tested it on another machine, it works fine there, and I tested a GTX 770 in this machine, which also works fine. I can control the fan no problems.

I can't try my other PCI-E slot, cuz my GPU is too long and is blocked from connecting all the way thanks to the SATA ports ._.

I am legitimately at a complete loss.

What are your temps on the 1070? My RX480's fans don't kick in until it passes 50c. Most new GPUs can passively cool until under heavy load. Some older games I have run so cool that my fans never turn on. I use SpeedFan for my custom fan profiles maybe you can try that too? It's a bit difficult to set up but definitely the best software based fan controller.

Maybe the thermostat is broken/stuck on your GPU?

I use a custom curve, the fans don't kick in until it hits 40C.

But that's not the problem, the problem is the fans simply will not lower at all, neither through a fan control program or just on it's own. It's running 100% right now and my GPU temp is at 27C.

I've tried Speedfan, but that also does nothing.

At this point I'm nearly convinced it's purely some sort of incompatibility bullshit between the motherboard and the GPU, though why this would have an issue with a GTX 1070 I have no idea.

Is your 1070 a new addition? Might be worth it to try an RMA. Another option is a liquid cooling loop or see if there is another way to power and control the GPU fan from the motherboard.

Nope, it came from my old rig.

And as I said, it works 100% fine in another desktop (I swapped it with a GTX 770, as stated above) and fan controls worked there. The GPU is 100% functional.

The only other things I could think to try are using different VGA power cables or another power supply. Ultimately it's probably as you said, some weird incompatibility with the mobo and the card.

I know you already said you updated the BIOS, but did you reset it before or after doing that? Either by using the pins or removing the battery.

Already tried different power cables on the off chance it was something stupid like that, but still nada.

I'm also using the same power supply as my previous build, so I know it works fine with the GPU in that regard.

Someone did tell me to take a closer look in the BIOS, which I'll do tomorrow, there might be something hidden in the hundreds of settings I might just be missing somehow.
