You still can't access A9LH ? but you have Hardmod ?

Try to CTransfer to 2.1 (with Decrypt9 because it's more stable in my Opinion)
Then reinstall A9LH
(I recommend making some dumps so you can restore)

Downgrading to firmware version with a valid NAND backup from the same console should work just fine. On 11.3 you can't downgrade the Native_Firm, but a old NAND image should work. This can't cause a brick.

so what actually brick my console was trying to update a9lh after downgrading? how can that be possible?

Have you used that SD card on another 3ds? Specifically to hack it?
If you had another console's OTP inside the a9lh folder then you flashed that to your safea9lhinstaller, which could in fact, brick you.

I'm sure that didn't happend, that sd card was exclusive to that 3ds

This might sound stupid, but, what about:
  • trying another sd card.
  • Fully formatting the current one [GUIFORMAT]
at this point every option is helpful, will try other sd card fully formatted and post results

Edit:
Already tried another fresh formatted sd card with no luck, the 3ds still won't boot
