WARNING: THIS CAN BRICK YOUR CONSOLE, SO BE CAREFUL.
So, finally there is a tutorial.

And some person I do not know who created SysConfigTool
1. Go to your computer and insert your SD.
2. Go to iAqua's pastebin and find SysConfigTool (the pastebin is something like http://pastebin.com/u/usernamehere)
3. Extract it and put it in SD:/install
4. Put it back in your Wii U and run Homebrew Launcher in any way you'd like (most likely loadiine.ovh)
5. Launch Mocha and go back to the Homebrew Launcher.
6. Launch either "WUP Installer y-Mod" or "WUP Installer GX2" (DO NOT USE WUP INSTALLER ORIGINAL)
7. Install SysConfigTool to either USB or NAND
8. Check out the home menu! Now it has SysConfigTool!
If you aren't sure about this, this is a more safer version of SysConfigTool that I saw everybody talking about in one thread.

EDIT: I tried changing the language from English to French on the Wii U and DRC with it. Not everything works, but it is useful.
