My rockruff evolved around 37-39 or so when I was training in the mountain trying to find minior

You gusy can check evolutions here: https://paste.ee/r/zYMUr (And movesets). Just CTRL+F and search for the pokemon you want.

Rockroff evolves at lvl 25 BUT in Sun he only evolves at DAY and in Moon only at NIGHT. This means that if you lvl him up to lvl 99 in Pokemon Sun but is NIGHT he would not evolve. Same for Moon.

"For anyone wondering.. You get the shiny charm from the game director in the game freak office to the RIGHT of the pokemon center in Heahea city on Akala Island after completing the Alola pokedex"

After you beat the elite 4, you should have gotten a note that tells you what to do. Check your items in your bag~
