Since it is O3DS I guess it is safe to system format it if you don't have any important data or save games on there, wait till others confirm.

Create an archive (.zip), and then upload it.For some reason I can't upload the Decrypt9 file as it's not appearing when I click on the 'Upload a File' button.

Seeing the log, everything worked as it should.
So, the next thing is to format your console and try again.
Also, try to use another SD card, as said above: if you're using the 4Gb one, change to the 32Gb. Or vice-versa.
There's some other solution that I recall several people having done: set your mobile phone to share it's internet connection and then configure your 3DS to connect to your phone (beeing your phone a Hotspot).
It's better, yes.I did recently convert from the 4GB to the 32GB as I ran out of space. The 32GB SD was from a Nikon camera that I have, perhaps this SD card isn't compatible with the 3DS? Since I deleted all of those unwanted files, it might be best to go back to the 4GB. It's worth a try, I suppose.

Just copy ALL files from the current SD to the 4Gb one. If you don't have space to do it, you can leave the "Nintendo 3DS" out (just don't delete it from the old Card or the Backup I told you to keep on your PC).
Nonetheless, let me poke @Aurora Wright (Creator of SafeA9LHInstaller) to see if she has any idea of what's going on with your installation.
Also remember that when we used the old guide, the aeskeydb.bin had to be on the SD root. Try to copy it so that you have it both on files9 folder and SD root.
Just saying this about the aeskeydb because on Old 3DS, we use the old version of SafeA9LHInstaller. Maybe it's looking for it in the wrong place.I don't think I had the aeskeydb.bin file on the SD root. Just converting everything over to the 4GB card. Thank you for doing so, it is much appreciated!
If you don't copy over your "Nintendo 3DS" folder, it has to fit. Only file that is big is the NAND backup that you have inside files9 folder (943Mb).The 4GB is too small for all of the files still. With that said, I'll go ahead and duplicate the aeskeydb.bin file and try again!
