I did the DSIWarehax and now my source system's emunand is gone along with saves and my target failed to confirm so now has no fieldrunners or steelhax on it. My source is a 2DS at newest with luma and my target is a 3DS with 11.1 OFW

I thought system transfers were tied to the console even if you restored a NAND backup? If that's the case, they'd have to wait the 7 days.Restore the emuNAND backup and follow the instructions for when the game or save does not transfer. You shouldn't have to wait 7 days.

They can replace step 2 with emuNAND instead of sysNAND
- Reboot 3DS #1 while holding Start to launch Hourglass9
- Go to SysNAND Backup/Restore and restore SysNAND from NANDmin.bin (the one made before the system transfer)
- If you don't have the game at all, link the NNID you bought the game with to 3DS #2 and download it on 3DS #2
- On 3DS #1, do DSiWare Downgrade - Section III - Installing the save
- On 3DS #1, go to System Settings, "Data Management", "DSiWare", then copy your DSiWare game to your SD card
- Either put 3DS #1's SD card in 3DS #2, or rename the Nintendo 3DS on 3DS #2's SD card and copy the Nintendo 3DS folder from 3DS #1's SD card to 3DS #2's SD card
- On 3DS #2, go to System Settings, "Data Management", "DSiWare", then copy your DSiWare game to the system
- Return your SD cards to normal, then continue with the DSiWare Downgrade
