what issues? it should work just fine on 10.3 U.
It's an issue where certain features (downloading dlc in Fates, logging into PokeBank) will work but certain others (accessing other castles in Fates, withdrawing/depositing Pokemon in PokeBank) will not work. The PokeBank scenario has been brought up as an issue on the GitHub for it.

I notice that the CFW guide you mention is brought up in that thread too, I'll consider it.

haven't seen those issues, thanks

downgrading is pretty safe nowadays if you use the right program to downgrade (very important!). if it shows "An error has occurred" after it has finished, and has rebooted, and you tested it without the SD card, then you can just update with recovery mode. if it fails in the middle, you can just continue after getting homebrew again. (one note like below: if formatting system memory isn't too hard for you, you should do that to prevent possible soft bricks after downgrading. not saying it will happen but we're not too sure.)

if it works, then you can continue with the 2.1.0 ctrtransfer and get arm9loaderhax.

in any case, nothing will be lost, and your system will work either way. if you decide to do this, start here: Homebrew Launcher (Browser)

(sorry for bringing this off-topic)

I've been using ctr-httpwn and it worked fine on my now bricked 3DS on 10.7, but it has known issues on 10.3 on my current console specifically which apparently seem difficult to fix. And I've already had a 3DS brick on me, not going to risk it by doing CFW.
Let me guess - you didn't format before downgrading

Huh, iirc, Menuhax gives you a black screen, not an error has occurred.

"An error has occurred" seems to happen sometimes for people who didn't format before downgrading. A format prevents it, as far as I've tried.

Menuhax simply black screens wasn't it?

Well, I never downgraded. It just bricked for some reason while trying to save a game in Hans.
What? Doubt it is homebrew-related. Can it boot recovery mode?

I'm leaning towards "hardware issue" on this one...

a soft brick (unrelated to menuhax) prevents you from using the system at all until you update. formatting fixes this for some reason, but we're not sure why. nor do we know what causes it.

Yep. My original 2DS didn't want to downgrade without formatting no matter how many times I tried, back when 10.3 was the latest FW and A9LH had to be compiled and there was some site that did it for you or whatever.

I ended up swapping the mobo with the one from my broken 2DS cuz I didn't want to lose my street pass data.

I thought that it needed the same procedure as fieldrunners to install the save.
thanks!
edit:it has a code.bin too in the zip file but I don't know what to do with it
