The creator had intended to make some sort of transporter app that brings Pokemon from Black and White and saves them to the bank. This is a one way transfer. You cannot transfer back from the bank.
I'm no longer sure if Gocario intends to make this transfer app anymore but I do know they have said they would look into sun and moon when they came out.
Again I cannot speak for Gocario, but these are things they have already said before.
Hi, im new here, got my N3DS XL just last week and hardmod it and install pokemon AS .cia and pokemon y .cia. I just want to know if i can still do online battles after doing this method of transferring pokemons from Y to AS. Will i get ban by doing this? thanks 
You *shouldn't* get banned and I have not heard of anyone getting banned just from using this bank. Just don't used any hacked Pokemon and you should be good to go.

so basically by using this method i will still able to sync my game and not banned as long as i dont use hacked pokemon (I believe hacked pokemons are the one whose stats where altered?) or used the transfered pokemon in online battle?
Hacked Pokemon are indeed ones that have had stats altered. These are the ones that will get you banned.Thanks for the fast reply
Pokemon stored in the bank are simply that. Stored. There is nothing altered that should get you in trouble using them in online battles.
-Backup your game's save;
-transfer your pokémon to the PHBank;
-restore your game's save
this way you'll clone whatever you transferred in the first place.
does'nt work for me both .cia version & 3dsx version gives an error. Is it because i'm using gateway?
Probably. Gateway is a bad idea in the first place. So many things that could go wrong.
Using it on luma al9h 11.0sys + gateway. PHbank old homebrew version works perfect. I use it like I boot the gateway then I select the rom when it loads as cart. Then I open homebrew CIA version when the homebrew boots. I open the phbank & It loads my game but takes some time to load like 30to50sec. I don't know why new version is not working but. The old version is kind of good some features don't work like moving box or showing the moves of my pokemon etc.

I think a few of the early systems could benefit from that, at least up to the 8 bit generation, by the 16 bit generation I think TVs had gotten a lot better in almost every way

Just give it a try, but honestly if you have a 3DS you can play DS games without a card just off the internal SD card
