I'm trying to downgrade it so I can get homebrew on it without using a 3ds game card but I haven't had any luck I'd really appreciate the help thanks

For simple homebrew, 11.0 now has browserhax and menuhax again, along with probably one of the biggest lists of entry points to date (seriously devs are just pushing them out non-stop, and I actually like that).
I've also heard that the Sound application built into the system is also exploitable, but I'll believe it once I see an actual release.
If you want to downgrade (only really useful if you want CFW, which in turn allows CIA installation) then downgrade is possible but difficult on 11.0
You can either hardmod (not too hard if you have some soldering experience, or you can pay to send it to someone to do it for you)
Or you can use a $5 DSiWare game, with the only problem for most being that you need access to a 3ds that is already hacked, along with it's owner being willing to system transfer to you.

You can get your NNID back from the other console afterward. You just need to either wait a week and system transfer back to the original system, or call Nintendo and make something up about why you need it to be unlinked from the other console. As long as you have both consoles in possession you will be able to give Ninty the details they need to unlink the NNID from the 3ds.
Currently all of the guides I've seen state you can just restore a backup and you are good to go, but on Ninty's servers your NNID is still linked to the other console. But like I said it is possible to get the NNID unlinked from the other console. At that point I would just import a blank NNIDSave.bin (I keep blanks of that and other system app saves just in case) to officially relink the NNID back onto your 3ds.
At least that is my theory, I'll be executing it later this week when I downgrade and A9LH a friend's 3ds. And I don't want to wait a week to get my NNID back, so calling Ninty it is.
