ROM Hack Is there a real way to convert .cia to .3ds?

I would like if you guys can help me to convert Hyrule Warrios from .cia to .3ds.
I tried every single way but without success.

Is there something that I can try? Im almost giving up for now...

this is a cart games correct? why not find the real .3ds rom of it?
why take a physical 3ds rom, convert to cia, then convert back to .3ds format?

but yes, there are some tools out there, it's possible

Hyrule Warrios is JPN and it's a hassle to activate the hidden other languages.

@sanderdsz

It's pretty easy to do that. Since i guess you are using the .cia that was already decrypted once and has now zero keys.

Simply use the way i've described already a few times.

Use 3ds to cia v2.07 to get the files out of it and to use 3ds rebuilder to make it.

I did this to create a EUR version out of it, using most other tools will lead to blackscreen ;)

What is the rationale behind turning a .cia into .3ds? If a flashcard can actually launch a former .cia now turned into a .3ds then hot damn, colour me interested. Please confirm.

Of course you can turn .cia games into a .3ds (no dlc).

The main reason is the 'no need to install it first' before you can use it.

The second is to have ingame modifications like: swap banner,
icon, undub, translations, exchanging ingame sfx/music and so on

The third is to modify the region (icon.bin inside exefs) like its needed
for Hyrule Warrios since it contains multi language activated thrue it.

For Gateway user it will work but not for sky3ds.
