Anything from a PS1 emulator or anything older should run perfectly; given your PC is still fast and not infected with viruses. Anything newer might run slower.

Most of that is completely useless as far as telling you what the specs are, if you want to know what is in a windows machine then http://www.cpuid.com/softwares/cpu-z.html is what most people use. This seems like a laptop as well so other than the memory (and maybe the graphics if you do not want to be portable and want to make some effort) are not going to be upgradeable.

So a middle of the road/slightly lower end mobile processor.

Memory, actually it does not say but if you have "Memory size 1722 MB" memory to give to the graphics chip then you probably have enough to matter.

The graphics are Intel HD Graphics which I guess are the ones bundled with the CPU and are just the typical junk Intel laptop graphics. Emulation is not the most GPU heavy thing in older machines but some newer ones do it.

Anyway that over.
Anything and everything will be able to play 16 bit, amiga and older games. You might not be able to play some of the crazy accurate or crazy filter emulators but you will be able to play said game.
This should do very nicely on the PS1 and about as good as anything really ever does for the N64 (N64 emulation is not the best, far better than it was as people are doing things again but still not great, though the N64 was not great and time has not been kind so that evens things out). I would not even try the PS2 stuff unless you just want to take ages to make a screenshot.

That then leaves dolphin, the gamecube and wii emulator. Obviously the Wii takes more than the gamecube but not as much as many think and if you are going to try all the fancy filters then both will send specs right up. The graphics will probably be the hold up there, though I must confess I do not know what goes with that one on the intel stuff.

I see CPU 2.13 ghz dual core, Intel HD Graphics with 1722 MB VRAM. No indication of your RAM, but if this is running Windows 10 I'll assume at least 2 GB, maybe 4GB.

Either way, Ruby Gloom seems to have it right. PS2 probably wouldn't run well, but PS1 and down should run fine with the right tweaks to the emulator. PCSX is a little odd to configure due to the numerous combinations of plugins to use, some games run better on specific plugins for graphics or sounds.

I'd doubt any computer made in the past 15 years would have troubles running SNES and NES games, N64 is similar to PS1 in specs I believe (emulation wise I mean).

It doesn't make a huge difference, it's just making sure you have enough. 4GB is more than sufficient for PS2 games (PCSX2), but the CPU speed and graphic card might be on the low side for it. There's no harm attempting it though, you can try to run with native resolution, remove some of the bells and whistles like Anti-aliasing, and see what runs.

Some games will have horrible framerate either way, like Dynasty Warriors series, because emulators have troubles with the amount of people on screen. Many other games won't have any major issues because it's not as intensive.

Wii games - no chance, Gamecube at lowest resolution, yeah he might have some luck, depending on the game.... personally I wouldn't bother though.
Plenty up to the PS1/N64 as has been said, and he'll have about as much luck as the rest of us with Saturn and Dreamcast :lol: (actually, emulation of these has come a long way recently!)
A cheap 2nd hand Wii/PS2 is the better option for GC/PS2/Wii for him though.
