It's illegal to download pirated games even if you do own a legitimate copy.
In some countries you can legally make a backup of software you own, but there is no legal way to make legitimate backups of your 3DS games. Because to do so requires you bypass the copy protection Nintendo has in place, which is illegal in most cases and almost certainly a violation of Nintendo's EULA.

The whole reason I became a pirate was because of fast changing copy right laws. Legitimate is a temporary term for people who don't know how the system works. Give it a few years and you'll be a pirate either way.
As for charging for a mod; that is kind of low and your opening the doors for some serious stupidity. I used to build computers for people and you'd think I gave a life time warranty with full service and free upgrades with how people treated me. You can help, but don't do it for them and don't charge. Once money exchanges hands, they feel like you owe them.

You're better off just saying you offer services on any 2ds / 3ds / n3ds at or below 9.2.

Thats what I am doing. I am not distributing any software. If they can do it, I am not charging anything. If they have to use my cubic ninja, I have to charge a small "rental fee" (much like arcade, ppl have to put in money to play for short time). If they want me to do it, they will have to pay for my time.
First, lawyers cost a lot of money. Second, it's not worth it.
That being said, the grammar is pretty sub-par. It's probably some other guy offering the same service trying to run you out of craigslist.
If you're going to continue down that road, you have to be smart. Get a burner email, use a google voice number, or better a prepaid cell, and if this jerk contacts you again, ignore him. Be smart and always act like you're getting a hooker - wait for them to suggest sex...er modding first. You never bring it up first.
And pay for the cell phone with cash FFS, avoiding the store cameras when you buy it. Only use it for business, only calling people who call you first. If you give the number out to your boys, family, etc. your known associations can be used to identify you based on your call profile. Crush it and trash it every 28 calls or days, whichever comes first.
IMHO, all that isn't worth the hassle. Better off getting a side job.

It was easy to bypass some of the restrictions, as one of the admins left a registry key in the administrative shares drive, which allowed me to get around the blocking of some sites. -
