If you're on 4.x, you can use either PBT or Pasta MSET to install a newer browser version. If you're not on 4.x but you're using either an original 3DS or 3DS Xl, you can downgrade to 4.x using Gateway's menu. If you're on a 2DS or N3DS/XL, you're out of luck for now.
You can already use the MSET entry-point to get into Pasta. Before you do that, you must use PBT to install a Title Manager. After that, you can use Pasta.

I'm on a 4.5 3DS myself with Palentine CFW, but only game I'm interested in playing on the 3DS right now is the Pokemon Sapphire or Ruby remakes. Is it currently possible to play those on 4.5?

Use the instructions here https://gbatemp.net/threads/4-x-only-cia-cfw-complete-guide.373532/ but replace the boot.bin from the download there with the one from here https://gbatemp.net/threads/release-pbt-cfw-import-cias-on-your-sysnand.383242/ You'll need to find your own copy of DevMenu_2x.cia, but that shouldn't be too hard.
This CFW has an unreliable boot, so it takes a few tries to get it to start. Once you're done, and have followed all the instructions, you should have DevMenu installed.
You can then use 3DNUS https://gbatemp.net/threads/3dnus.376488/ to download a .cia of the '-7' version browser, which would be 0004003000009402 v2050 for a US console. Put it on your SD card and install.
