Yup, initially I did not unlink my sysnand and emunand. After I encountered the error, I created a totally new emunand 4.4 which I unlinked by system formatting. I then updated the emunand to 9.5 and linked the nnid to it. Downloaded the 1.1 patch. Launched the game and tried to get the starter pack. But the error code still popped up.

I played a US MH4U (3dz) with patch 1.1 (cia not from eshop)
and i got an error that says i need to update
and than i backup my emunand and update it :
-GW ultra 3.04
-Emunand 9.5
i talk to the cat in the house and choose dlc
it checked my SD card and bring me to DLC menu
after i choose the hunter's pack
it started connecting to my nnid
and i got the gift

Thanks for contributing. But we already knew that ppl playing MH4U with ROM/cia were able to redeem the starter pack.
The issue is that we are unable to redeem said starter pack using the legit retail card on 9.5 emunand (MT).
I got a n3ds xl mh4u edition with the game pre installed and not linked to a nnid, since now we can dump the nand via hardware mod, can i:
1 - make a backup of my 9.2 nand then update to 9.5
2 - make system transfer from my old 3ds xl emunand to the new 3ds
3 - get mh4u 1.1 patch and then get the starter pack from inside the game
4 - backup the 9.5 nand and flash the 9.2 back so that i'm ready for gw
5 - extract the cia/save from the 9.5 nand backup (if possible) and wait for a way to put the patch/save back into the 9.2 nand...
I'm just puking out ideas, but would something along those lines be possible? I would hate to miss out the starter pack (which is only available till march 13 i think), but dun want to miss out on gw too...
Maybe i'm over-thinking it, but assuming we can extract the cia/save from the n3ds 9.5 nand backup (which i dunno if can), is it possible to inject that cia/save into a n3ds 9.2 backup before flashing it?

Hm, turns out update 1.1's sole stated purpose on the eshop is to allow downloading the bonus pack. Maybe it has to do with this somehow. It might see the patch but it's having issues with it being on the same memory card as the emunand. I've tried running repair and redownloading to no avail. Sadly it seems my only option is to forego being able to use homebrew. Sad.
Not much I can contribute, as I also bought MH4U and ripped my own cart. Worst case scenario, if you can't get it working with the retail cart, why not rip it with Gateway and just use the ROM? At least there's a surefire way to get it working. Also, how about other online features (Gathering Hall), do they work just fine?
I resolved this problem by reformatting my emunand system memory, then downloading the update from the monster hunter game screen when it booted it up. The game prompted me to get the update. Originally I had downloaded it from the eshop first before I started the game.
