From a quick glance, it recognizes all the programs on my home menu instead of a few like the 2.x one. It also has a "HIO" tab for something I don't know what its for yet.
It's a proprietary protocol that can be used to install files that are stored on your pc if you have a HIO daemon on your pc. Once someone writes a HIO daemon (or if we can get a hold of an existing one) it should simplify things.

Someone should start a thread for Must-have CIA's files to download. I nominate Devmenu (of course), SavFL, Playcoinsetter, etc.

Are we allowed task where to find these cia files? I'm asking about SavFL and Playcoinsetter. Because I can't find both of them.

have you done this yourself or are you speculating?
I've done this with my console, and I'm not getting any present wraps. The reason I suspect this is because back before the format when they shared folders, when I installed apps - say Youtube - it would also pop up on sysNAND. If you tried to launch it, it would say an error has occurred. It wouldn't uninstall it or anything, just say an error occurred. And after you did that, the next time you booted in emuNAND, the app would be wrapped up again and need unwrapping.

wait, how can the gateway "format" emunand if there's no sd card?

The point is not to format the emuNAND, it's to format the sysNAND. Once you do that, you will get a new folder inside the Nintendo 3DS folder the next time you put your SD card in. The new folder will be used by sysNAND and ONLY sysNAND, emuNAND will keep using the old. Also, after you format sysNAND remember to set fake wifi profiles again.

He's saying to format SysNAND. That option you have in system settings.

The point is not to format the emuNAND, it's to format the sysNAND.

oh lol, I misread.

btw, I made a guide on how to "unlink" emunand and sysnand, lol, it's just that people don't notice it or are skeptic in general.
check the second link in my signature.

You can format either sysNAND or emuNAND, it doesn't matter. The formatted NAND will set itself a new folder. I found it easier to format sysNAND since I have nothing of value there, rather than formatting emuNAND and redownloading everything.

On topic: I noticed the Browser for EU is listed in red. Can I install it? What does it do? Is it of any use besides the builtin one?

I know, I updated the converter thing here: http://gbatemp.net/threads/gbc-vc-generator.371819/page-7#post-5148680

I just find it amusing their own devmenu can't install their own cia's.

Does your version work the same way as others, you have to put the .3ds rom file in and the xorpads but click on prepare instead? So this will convert to cia format? also does 7.x games?

Edit: how do you set your version up to create .cia files I cant seem to work yours out?, no instructions.
